ALCOHOL MANAGEMENT PLAN

 

Licensed premises

The Coolbinia West Perth Amateur Football and Sporting Club Inc licensed premises operate under a Club Restricted License.

The Coolbinia West Perth Amateur Football and Sporting Club Inc alcohol management plan is based on the following objective. "To promote safe and responsible consumption of alcohol whilst putting in place proactive measures to minimize the harmful effects of irresponsible use and abuse of alcohol."

The above objective will be achieved by

  • Providing access to alcohol to those members that display responsible drinking habits and to
  • Administering the consumption of liquor under the terms of the liquor licensing act.

The Coolbinia West Perth Amateur Football and Sporting Club Inc encourages a responsible attitude towards the use of alcohol and has developed procedures to ensure

  • That standards of behaviour are consistent with the mission of the club.
  • The effective management of social functions.
  • The health and safety of members, visitors and local residents are not jeopardised.

House Management Policy

Management and staff operate to ensure customers experiences are satisfying and memorable, our customers and neighbours are treated with sincerity and respect. Customers are served in a friendly and professional manner.

Our aim is to ensure and foster health, safety and welfare of members, patrons and local residents. It is also our aim that we protect children and safeguard all against disorder, disturbance and crime.

To this end liquor is to be consumed only in a responsible way so that harm or ill health, to either customers or who come into contact with them is minimised and any excessive consumption of liquor is actively discouraged.

All member, visitors must comply with club rules, license conditions, responsible behaviour and respect for other people.

Members are eligible to enter the club and to sign in a number of visitors as outlined in the Club Constitution. Members are responsible for the behaviour of the visitors they sign in and liable for punitive measures should their visitors be unable to comply with club conditions.

 

 

Advertising

Advertising for functions should

  • Not emphasise the availability of alcohol
  • Not refer to the amount of alcohol available
  • Not encourage the excessive consumption of alcohol
  • Not encourage attendance by advertising alcohol at reduced prices
  • Make equal reference to the availability of non alcoholic drinks

Age

Alcohol must not be served or sold to any person under the age of 18 year. Organisers are responsible for ensuring that proof of age and identity is obtained.

  • Severe penalties may be imposed if proof of age is not obtained and liquor is served to persons under the age of 18 years.
  • Function may be closed if these requirements are not met.

Provison of food and non alcoholic beverages

  • It is desirable that food be provided at all functions where liquor is being sold.
  • Where liquor is sold, non alcoholic drinks must be available at comparable prices.

Functions

  • Functions must not include any activity that encourages the excessive consumption of alcohol.
  • Competitions involving drinking alcohol are not permitted.

Intoxication

Alcohol must not be provided to a person who is or appears to be intoxicated.

Entertainment conditions

1. The Manager or persons serving liquor shall not

  • Be immodestly or indecently dressed on the licensed premises.
  • Take part in, undertake or perform any activity or entertainment on the licensed premises in a lewd or indecent manner.
  • Exhibit or show, or cause, suffer or permit to be exhibited or shown, on the licensed premises any classified "R" moving picture or extract there from.
  • Cause, suffer or permit any person employed, engaged or otherwise contracted to undertake any activity or perform any entertainment on the licensed premises to be immodestly or indecently dressed on the licensed premises, or
  • Cause, suffer or permit any person to take part in, undertake or perform any activity or entertainment on the licensed premises in a lewd or indecent manner.
  1. In this condition "licensed premises" includes any premises, place or area
  • Which is appurtenant to the licensed premises, or in respect of which an extended trading permit to the licensee is for the time being enforced,

But does not include any part of the premises which is reserved for the private use of the manager or persons serving and to which the public does not have access.

Trading Conditions

Liquor may not be sold for consumption off the licensed premises.

The licensee trading hours are

1 April to 31 October

Tuesday: 6:00 pm to 10:00 pm

Thursday: 6:00 pm to 11:00 pm

Friday: 8:00 pm to 12:00 midnight

Saturday: 12:00 midday to 1:00 am

Sunday: 12:00 midday to 8:00 pm

 

 

1 November to 31 March

Friday: 8:00 pm to 12:00 midnight

Sunday: 12:00 midday to 8:00 pm

Liquor suppliers

Liquor sold and supplied by the club under the license must be purchased from the holder of a hotel license, tavern license or liquor store license as nearly as may be practicable in the vicinity of the club license premises, except where there are no such premises within 8 kilometres of the club license premises.

Designated areas

Alcohol may only be consumed in the area designated or licensed for this purpose. Signs indicating the venue is a licensed area must be provided. Signs indicating that persons under the age of 18 years are not permitted into the area must be provided. Alcohol must not be taken into or out from the licensed area.

Closure

Consumption of liquor must cease at or before times outlined in trading hours.

Misuse of alcohol

 

Members, visitors who’s excessive consumption of alcohol

  • Results in harm to themselves
  • Places others at risk
  • Results in damage to property

Will be referred to the executive Committee for action under the code of conduct and may be advised to seek medical advice or counselling or may be referred to the police service.

A member may have a complaint made against them by other members, police or the club manager/ nominee following violent and / or irresponsible alcohol related behaviour. These complaints will be heard by the executive Committee.

The Committee of Coolbinia West Perth Amateur Football & Sporting Club wants all members and guests to enjoy themselves whilst in the Club. It is our aim to serve people with alcoholic beverages in a professional, friendly, and responsible manner. Members, visitors and local residents are always treated with sincerity and respect.

To this end alcohol is to be consumed only in a responsible manner so that harm or ill health, to either members, visitors or public who come into contact with them is minimised and any excessive consumption of alcohol is actively discouraged.

CODE OF CONDUCT

Coolbinia west Perth Amateur Football and Sporting Club Inc is committed to minimising harm to members and visitors and others who come into contact with our patrons. To that end we adhere to the responsible server guidelines of the director of liquor licensing.

Members and visitors are required to observe the Code of Conduct whilst on the premises.

To discharge these obligations, Coolbinia West Perth Amateur Football and Sporting Club Inc is committed to the following

Controlling intoxicated persons:

Members and guests will not be allowed to drink to excess and place themselves, other patrons, or the community at risk.

The Coolbinia West Perth Amateur Football & Sporting Club will not engage in practices or promotions that may encourage rapid or excessive consumption of liquor. Low and non-alcohol alternatives will be provided.

Management and staff will refuse service to patrons who are intoxicated.

Controlling juveniles:

It is an offence to sell liquor to, supply liquor to, or allow liquor to be supplied to or consumed by a person who is under 18 years of age, or who is unduly intoxicated or disorderly.

Only forms of identification are acceptable as proof of age and these are a photographic driver's licence; a proof of age card issued by a Government Department or approved entity (eg, 18+ Card).

A responsible adult must accompany minors at all times. Minors must be well behaved, seated and at no times at or near the bars.

Resolving Complaints from Members and Residents:

Members will have available to them the name of the Manager and will be encouraged to comment on ways to improve our operations. Manager contact details will also be available on request to local residents who will also be encouraged to comment on our operations. All complaints in regards to a breach in our code of conduct will be referred to the Executive Committee.

Patron Care:

Coolbinia West Perth Amateur Football and Sporting Club promote the sale of non alcoholic refreshments, bottled water, soft drinks, tea and coffee and also offer take away snacks and cooked meals at all times. This coupled with a safe and clean working environment provides for good occupational health and safety policy. Staff are trained in responsible server practices and dispute resolution. Disorderly and rowdy behaviour disturbs the enjoyment of others and will not be tolerated. The Executive Committee will handle such behaviour appropriately.

Respect the neighbours:

Members are reminded that their movements could affect local residents and members should always be considerate of the rights of neighbours and not to disturb the amenity of the local area. When leaving the premises members must not make loud noises rev car engines and disturb people’s property.

Responsible server practices:

We have adopted the responsible promotion of liquor guidelines of the director of liquor licensing.

Non-Compliance to Licensed Trading Hours:

Licensed trading hours will be adhered to at all times. These conditions also apply to staff 'knock off' drinks and vacating premises after working hours.
